Former U.S. Senate Counsel, Author, and Professor Frank Scaturro Declares Candidacy for Congress in New York’s 4th Congressional District and Releases 3rd Quarter Fundraising Totals


NEW HYDE PARK, NY – Former U.S. Senate counsel, author, and professor Frank Scaturro announced his candidacy for the United States House of Representatives in New York’s 4th Congressional District. He will seek the nominations of the Republican, Independence, and Conservative parties in 2010. “Our families and our community face unprecedented challenges. I look forward to speaking with them about ways to work toward a better future for all,” said Frank Scaturro.

Scaturro’s campaign received $113,000 in contributions in the third quarter’s fundraising efforts and has over $100,000 cash-on-hand. A recent fundraising event garnered over $10,000 in one night.

Until earlier this year, Scaturro served as Counsel for the Constitution on the U.S. Senate Judiciary Committee. In that capacity, he handled the hearings that resulted in the confirmation of John Roberts as Chief Justice of the United States and of Samuel Alito as Associate Justice of the United States Supreme Court.

Scaturro is currently a visiting professor at Hofstra Law School, where he teaches courses on constitutional law and the legislative process. He has authored two books, President Grant Reconsidered (1998) and The Supreme Court’s Retreat from Reconstruction (2000), and multiple articles. He also co-authored a book on corporate accountability in an age of scandal and assisted Senator Arlen Specter on a memoir recounting the senator’s struggle with cancer.

While in law school, Scaturro interned for two federal judges serving the Eastern District of New York: Senior District Judge Leonard Wexler and Magistrate Judge Arlene Lindsay. He subsequently was affiliated with the law firm of Lane & Mittendorf and later with Cadwalader, Wickersham & Taft.

During the 1990’s, Scaturro organized the successful national campaign that persuaded the National Park Service to restore Grant’s Tomb to its historical splendor. He also founded the Grant Monument Association as a public resource dedicated to the monument and to study of the Civil War general and president. As a result of Scaturro’s efforts, the monument once again serves as a major tourist attraction and recreational asset to the New York region.

Scaturro was raised in New Hyde Park, attended school at Notre Dame Elementary and graduated near the top of his class at Chaminade High School in Mineola. Scaturro later graduated magna cum laude from Columbia University in 1994 with a degree in Political Science and History. He received his law degree from the University of Pennsylvania School of Law, where he served on the board of the Journal of International Economic Law and won the Fred G. Leebron Memorial Prize for the top paper in constitutional law in 1997.

Frank Scaturro was born in New York City in 1972 and raised in New Hyde Park following his family’s move to that community in 1973. His father, who had emigrated from Italy as a boy, was self-employed in a commercial air conditioning and refrigeration repair business for several years. He later became the supervisor of maintenance and operations at Bergdorf Goodman in New York City and then held a similar position at Chaminade High School in Mineola.
